About the Commission

In May 2015, the creation of the Commission on Universal Pre-Kindergarten passed with overwhelming support by Philadelphia voters, with more than 80% voter approval. The objective of the Commission is to propose a universal pre-kindergarten program that provides high-quality, affordable, and accessible educational services to three-and four-year olds throughout Philadelphia. The Commission on Universal Pre-Kindergarten shall be guided by the principle that high-quality early childhood education has the potential to produce life-long learners who will become contributing citizens.
